US Proposes Resuming Russian Gas Exports to Europe as Part of Ukraine Peace Deal

The Trump administration has floated allowing Russian gas deliveries to Europe to restart as part of a potential peace agreement to end the war in Ukraine, a move that would reverse years of Western efforts to reduce dependence on Moscow.

US Proposes Resuming Russian Gas Exports to Europe as Part of Ukraine Peace Deal
SUA au propus reluarea exporturilor de gaze ale Rusiei în Europa, ca parte a unui posibil acord de pace în Ucraina

The Trump administration has proposed permitting the resumption of Russian gas supplies to Europe as part of a potential peace agreement aimed at ending the war in Ukraine, according to people familiar with the discussions. The idea, which has been floated in early diplomatic exchanges, would mark a significant reversal of years of effort by Washington and its European allies to reduce the continent's dependence on Russian energy.

Since Russia's full-scale invasion of Ukraine in 2022, the United States and European governments have worked to curtail imports of Russian oil and gas, imposing sanctions and backing alternative supply routes. The European Union has set a goal of phasing out Russian fossil fuels entirely, while the US has expanded its own liquefied natural gas exports to Europe to fill the gap. Any proposal to allow Russian gas back into European markets would undercut those objectives and complicate the political consensus behind the sanctions regime.

The proposal is said to be one element of a broader set of incentives being considered to bring Moscow to the negotiating table. It is not clear whether the idea has been formally presented to European governments or whether it has any support among EU member states, many of which remain deeply opposed to restoring energy ties with Russia while the war continues. The Kremlin has previously indicated that it would be open to resuming gas sales to Europe under the right conditions, but no agreement has been reached.

European energy markets have been reshaped since 2022. Germany, once the largest buyer of Russian gas, has halted direct imports and built up alternative infrastructure, including floating LNG terminals. Countries in central and eastern Europe have diversified their supply sources, while Norway and the United States have become the continent's largest gas suppliers. A return of Russian pipeline gas would lower prices for some industrial users but would also raise security concerns and could undermine investment in new supply chains.

The proposal comes as the Trump administration seeks to broker an end to the conflict, which has dragged on for more than three years. Peace talks have yet to produce a breakthrough, and the terms of any settlement remain contested. Energy has been one of the most sensitive issues in the discussions, given Europe's reliance on Russian gas before the war and the role that energy revenues play in funding the Russian budget.

Analysts caution that any plan to restore Russian gas flows would face significant obstacles, including EU regulations, contractual disputes and the reluctance of European companies to re-engage with Russian suppliers. The European Commission has said it does not intend to reverse its policy of phasing out Russian fossil fuels. The White House has not publicly confirmed the proposal, and officials declined to comment on the details of the peace negotiations.

The idea has already drawn criticism from some European officials, who argue that allowing Russian gas back into the market would reward Moscow and weaken the sanctions regime that has been central to the Western response to the invasion. Supporters of the proposal argue that lower energy prices would help European industry and could provide an incentive for Russia to accept a ceasefire. The debate is likely to intensify as negotiations continue.
